Job description:

. Planning and Developing the HSE System
– Develop a comprehensive HSE plan for the project/construction in accordance with legal regulations and company standards.
–  Develop, issue, and improve procedures, forms, and processes related to occupational safety, health, and the environment (HSE) for construction projects.
– Advise the Project Management Board and the Site Manager on organizing, monitoring, and improving HSE throughout the project construction process.
– Regularly update on HSE policies and legal regulations, and promptly adjust project incentive procedures to comply with regulations.

. Supervision and Implementation of Occupational Safety Inspections at the Construction Site
Regularly inspect and monitor compliance with occupational safety, environmental hygiene, and fire prevention regulations by workers, subcontractors, and construction teams in all areas of the construction site.
Periodically inspect the operational status of safety equipment, personal protective equipment, fire fighting equipment, and signage and protective barriers at the construction site.
Monitor working conditions (dust, noise, vibration, lighting, temperature), manage construction waste, wastewater, and environmental factors arising during construction.
Record, document, and request corrective action for occupational safety violations.

. Training and Education of Staff on Occupational Safetynal safety
Organize training and education on HSE activities for staff, workers, and subcontractors.
Instruct construction teams on identifying hazards and applying appropriate safety measures for each project item.
Organize regular safety training, updating them on new regulations and procedures related to occupational safety and environmental hygiene.

. Occupational Safety Risk Management
Identifying and assessing potential hazards at the construction site such as: working at height, electrical machinery and equipment, adverse weather conditions, etc.
Analyzing risk levels and proposing appropriate control and prevention measures for each item and construction phase.
Monitoring and supervising the implementation of risk control measures, promptly warning and handling unsafe situations.Identifying and assessing potential hazards at the construction site such as: working at height, electrical machinery and equipment, adverse weather conditions, etc.
Coordinating with the Site Manager and Site Engineer to resolve incidents related to occupational safety, health, and the environment (if any).

. Investigation and Reporting on HSE Activities
Establish, manage, and archive records and documents related to the HSE work of the project/construction site.
Participate in investigating, documenting, and reporting on occupational accidents, safety incidents, or HSE violations.
Prepare periodic (weekly, monthly) and ad hoc reports on HSE work at the construction site for the Site Management Board and the Company’s Safety Board.
Prepare for and participate in working with inspection teams from relevant authorities regarding occupational safety.

Standard:

1. Required Qualifications and Certificates
– Bachelor’s degree in: Occupational Safety, Occupational Health and Safety, Environmental Engineering, Construction Engineering, or related fields
– Knowledge/Experience: 2-4 years of practical experience in an HSE position in construction projects such as: building construction, infrastructure construction, factories, or projects of a similar nature.
Occupational safety and hygiene certificate, group 2 or group 3 (according to Decree 44/2016/ND-CP), depending on the type of work and project.
-Fire safety certificate: Mandatory for HSE engineers working on construction sites and projects subject to fire safety management or directly responsible for supervising fire safety and fire risk management.
First aid certificate: Mandatory when working on construction sites and projects with a risk of occupational accidents, especially when directly involved in safety work, site supervision, or in charge of on-site first aid teams.

2.Professional Requirements
– A thorough understanding of occupational safety, health, and environmental protection in the construction field.
A deep understanding of current legal documents and regulations of the State on occupational safety, environmental hygiene, and fire prevention and control (e.g., Law on Occupational Safety and Health; Construction Law; Environmental Protection Law and related Decrees and Circulars, etc.)
A thorough understanding of technical safety standards and regulations in construction (TCVN).
The ability to develop, implement, and supervise HSE systems, safety procedures, and safe construction methods at construction sites.
Knowledge of controlling harmful factors (dust, noise, temperature), managing construction waste and hazardous waste, ensuring hygiene, food, and first aid conditions for workers at construction sites. Understanding of legal documents related to occupational safety, such as equipment inspection records, fire safety records, occupational safety investigation and reporting records, etc.
Proficient in office software (Word, Excel) and project management software.
